Digital technologies are transforming our economies now driven by data. The future of finance will inevitably be “digital”. European Financial industry can embrace digital finance and strengthen its international standing with European companies leading new technologies like crypto-assets and distributed ledger technology. Thus Europe needs a common approach that supports and stimulates financial innovation.

While some crypto-assets fall under existing EU rules, many do not, exposing crypto-assets users to substantial risks with fragmented national rules in the single market. On the one hand, the European Commission is proposing to adjust existing EU rules for crypto-assets that qualify under EU regulations (that is security tokens) when necessary to make sure that they remain fit for purpose with a pilot scheme to give some regulatory flexibility for experimentation – but well-framed and under close supervisory oversight. On the other hand, for those assets which are not covered under EU rules, the European Commission is proposing a bespoke regime and a passport for markets in crypto-assets to address that investors and users have a clear understanding of them. Regarding “significant asset-backed crypto-assets”, the EC is proposing stronger rules.

Bruno Schneider Le Saout is co-founder and Chairman Of The Board at the European BlockTech Federation EBTF. He calls himself a Token Economy, Blockchain, DLT, Crypto-Asset, DeFi, RegTech, SupTech, ValueTech, Trustech strategist and functions as a strategic advisor in several blockchain and crypto startups. He has a 25-year track record as expert dedicated to influencing the French and EU innovation framework and regulations regarding new ways for innovative SMEs to access seeding and capital. Most recently, Bruno initiated and led the successful lobbying effort of the European Crowd Equity Funding industry by influencing lawyers, entrepreneurs, European and domestic trade associations, as well as members of the European Parliament Economic and Monetary Affairs Committee, to help harmonizing the fragmented pan-European crowd equity funding regulations with the newly adopted EU Prospectus Rules.
